Outrage Over Hate Mail Spurs Investigation

By on October 3, 2015

On Saturday, September 19th most unsuspecting Riverdale residents received a pamphlet in the mail attacking long-time resident and Borough Council candidate Matthew Oswald. If you recall, Matt won the spot on the November ballet for an opening on the Borough Council in a sweeping victory of the Carelli-Desai-Oswald ticket. In speaking with the candidates, they received dozens of calls from Riverdale residents who were outraged by the “absurd accusations”.s Desai said “This went way beyond politics and common decency.”

So who sent the mailing?

An official police investigation is underway so our access to some information is limited, however, through the Freedom of Information Act, we were able to obtain a copy of the bulk mailing permit issued by the Riverdale Post Office at the time of the mailing (see attached). Here’s is what we have learned so far.

  1. There is no record of the organization that supposedly mailed the pamphlet. “The National Committee for Integrity in Government” could not be found online, or in any of the national business or not-for-profit registries.
  2. The return address for the organization is a mailbox service in Manhattan called NY Mail. NY Mail said they have no record of a mailbox in the name of the committee, nor in the name of the person who allegedly arranged for the mailing with the Riverdale Post Office, Ricardo Murphy.
  3. The phone number for the organization that was provided to the post office on the mailing permit, 201-457-0876, is NOT IN SERVICE.
  4. The individual who dropped off the materials and filled out the permit, who identified himself as Ricardo Murphy, paid for the mailing in cash, so payment could not be linked to his identity.
  5. A search of county tax records and voter registration lists revealed four Murphy families in Riverdale, but there was no Ricardo Murphy.

Outside of the potentially libelous content of the pamphlet , the person responsible for the mailing may also be subject to a federal indictment; falsifying information on a postal permit is subject to criminal charges as plainly written above the signature panel on the postal form.

“I understand that anyone who furnishes false or misleading information on this form or who omits information requested on this form may be subject to criminal and/or civil penalties including fines and imprisonment”

Eye on Riverdale has also learned that a request was submitted to Paul Carelli’s employer through email seeking his personal records. Again, the individual requesting the information identified himself as Ricardo Murphy and used the email address ricardomurphy666@gmail.com .   They also provided same mailing address used for the pamphlet about Matt Oswald, 244 5th Avenue, New York, NY 10001. Carelli said “This proves that the mailing, was not about Matt at all, it is a political attack by someone too cowardly to stand behind his own accusations.”

It’s clear that whoever was responsible for this mailing went to great lengths to cover their tracks, indicating that they knew their actions were possibly illegal. Ironically the person who identified themselves as the “National Committee for Integrity in Government”, demonstrated no INTEGRITY at all.
